Introduction:
The following are brief notes regarding the duties of a House Enforcer..
Responsibilities:
The House Enforcer has many responsibilities. Most of these involve ferreting out useful information, developing and enacting schemes, engaging in counter-schemes from other Houses, vetting new members of the House for possible spies or saboteurs, and inserting spies and saboteurs into rival Houses.
In addition, the House Enforcer is encharged to advise the Trade Lord, and is often consulted on a variety of matters, both mercantile or otherwise.
The House Enforcer is responsible, ultimately, for the integrity of the finances of the House. While the bookkeeper keeps all of the records and finances of the House, it is the Enforcer's duty to ensure the fidelity of the bookkeeper. He is expected to conduct annual audits of all of the records and books of the House.
The Enforcer is also charged with the security of the House and its residents. He is to keep up the traps and physical security arrangements of the House and to coordinate with the House Commander the troop security for the House. The House Commander, though nominally a peer position, is ultimately beholden to the House Enforcer in matters that directly concern the House itself and the physical safety of its residents.
The Enforcer has the right to inspect all chambers of the House, with the exception of the chambers of the Trade Lord. He may do so unannounced, though this power is rarely used. He also conducts an annual inspection of the entire House, but this is announced well in advance and is often a mere formality.
The Enforcer is expected to arrange for a network of informants, known as agents. These provide him with intelligence, and can enact messages and other covert operations.
The House Enforcer is empowered to act independently of the Trade Lord, and often must to keep the Trade Lord's hands "clean". However, in most matters he is expected to keep the Trade Lord apprised unless doing so would cause damage or harm to either the House or the Trade Lord.
The House Enforcer's first duty is to the House in general. His second duty is to his branch of the House. His third duty is to his Trade Lord.
Resources:
The House Enforcer is given a master key that is supposed to function on all locks in the House. However, he does not have permission to enter the Trade Lord's chambers. His access via the key is given solely for emergency purposes. No House member is allowed to install a lock on his doors that cannot be opened by the master key.
The House Enforcer is given a map of the House, including its secret locations.
The House Enforcer is given a salary, to be spent as he deems fit, and a stipend used to fund his operations. He can request additional funds at the approval of the Trade Lord.
The House Enforcer is given the Enforcer's suite in House Riverine, including access to the spyhole over the entryway.
The Enforcer's salary is 50 gp per month.
The Enforcer's stipend is 100 gp per month.
Miscellaneous:
The Enforcer is expected to work at all times for the good of the House. It is in essence a full time position. He is not allowed to take leaves of absence or engage in extraneous activities not directly related to his duties.
The Enforcer may operate side businesses to augment his wealth. However, they are usually performed through proxies and employees. The Enforcer should not let any business interests compromise his loyalty or duties.
Any loot or booty the Enforcer acquires during his duties are technically the property of the House. However, it is usually the case that the Trade Lord will allow the Enforcer to keep and use such booty as long as they are used in the dispensing of his duties.
