1.2.5.1 ASW Values
ASW values for aircraft are determined as per WIF, as modified below. ASW values for non-ASW surface units are modified as follows:

At the start of the Global War Campaign:

  • SCS with a first cycle production cost of 1 = 0.5
  • SCS with a first cycle production cost of 2 = 0
  • CVs = 0
  • Aircraft = half the naval air factors

In 1942, for CW, Free French, and US units:

  • SCS with a first cycle production cost of 1 = 1
  • Aircraft = full naval air factors

In 1943, for CW, Free French, and US units:

  • SCS with a first cycle production cost of 1 = 2
  • SCS with a first cycle production cost of 2 = 0.5
  • CVs = 0.5
  • Aircraft = full naval air factors

ASW values are not affected by weather, even if they result from aircraft. In addition, aircraft may provide ASW value even during Storm or Blizzard.

1.2.5.2 Naval Air Combat
Naval air combat is conducted normally, except that the naval air (which will always be solely from the convoy player's side) may only target those subs that took part in the SSW attack. Naval air factors are calculated normally during naval air combat in SSW.

1.3 Interaction with Naval Combat
Subs that have conducted an SSW attack during the impulse may not participate in naval combat and may not be included in such combats in any fashion. Subs that were in the Convoy Section and took part in defending convoys against an SSW attack may be included in naval combat. Players are encouraged to create SSW counters to place on subs to signify which ones have conducted SSW during a given impulse.

1.3.1 Surface Combat
Units in the Convoy Section count as a new section of the seabox for purposes of surface combat. This means that units in the Convoy Section can be included in surface combat just as can any other section of the seabox. Remember, units in the Convoy Section can never successfully search, but they can be included by the enemy in naval combat.

1.3.2 Naval Air Combat
Units in the Convoy Section count as a new section of the seabox for purposes of naval air combat. This means that units in the Convoy Section can be included in naval air combat just as can any other section of the seabox. Remember, units in the Convoy Section can never successfully search, but they can be included by the enemy in naval air combat.

1.3.3 Sub Combat
Sub combat is changed from WIF 11.5.10. Instead of targeting all CP, sub combat now targets damaged surface naval units, CP in the zero section of the seabox, or ASW units in the zero section of the seabox. It is conducted exactly like in WiF, except that only damaged surface naval units and CP in the zero section of the seabox count in the number of ships for the non-sub side and it costs 3 surprise points to target each non-damaged surface naval unit that is not a CP or ASW unit.

1.3.4 In the Presence of the Enemy
Units in the Convoy Section do not cause enemy surface naval units to pay 2 movement points to enter a sea area under WIF Option 19.

1.4 Return to Base
Face up surface naval units (excluding TRS and AMPHS) that are not carrying cargo and face up aircraft in the Convoy Section may remain in the Convoy Section and are not required to return to base in the Return to Base Phase. However, any such units that elect to remain in the Convoy Section are turned face down. CP, ASW, and Sub-hunting aircraft units are exempt from this requirement. They may remain in the Convoy Section indefinitely without turning face down.

Units in the seabox of a sea zone may not elect to drop down into the Convoy Section during the Return to Base Phase.

1.5 Historic Bases
If not playing with Chorus of Nations, the politcal add-on for WiF-H, then the following options should be available to the Axis and to the Allies:

Axis Options:
Germans use Cadiz as a sub base (USE effect +5):
During any Declaration of War Phase that Spain is neutral and France is conquered or Vichy France is installed, Germany can gain the use of Cadiz as a sub base. Only German subs may base there, and these cannot be attacked in any way while in port unless war is declared on Spain by the Allies.

German subs based in Cadiz treat Cadiz as a secondary supply source and may trace supply through Spain.

If a US land unit enters France or if France is liberated, this basing privilege is revoked and may not be reestablished.

If Spain joins the war on the Allied side, then any German subs in Cadiz are treated as overrun. If Spain becomes aligned with a neutral Axis major power other than Germany, then German subs in Cadiz are immediately rebased to the nearest eligible port.

If the basing privilege is revoked (see above), then German subs in Cadiz are immediately rebased to a port within range. If no port exists, the subs are destroyed.

Allied Options:
Allies use Azores as an air base:
This is not a USE option. Once the US is at war with Germany, while Spain and Portugal are neutral, roll a die at the start of the Production Phase. On a roll of 10, the Portuguese grant the Allies use of the Azores as an airbase. CW or US aircraft may base in the Azores.

If Spain is controlled or conquered by the Axis, this basing privilege is revoked. If Portugal joins the war on the Axis side, then any CW or US aircraft in the Azores are treated as overrun. If Portual becomes aligned with a neutral Allied major power other than the CW, Free French, or US, then CW or US aircraft in the Azores are immediately placed on the Production Spiral to arrive in the next turn.

If the basing privilege is revoked (see above), then CW or US aircraft subs in the Azores are immediately placed on the Production Spiral to arrive in the next turn.

1.6 Milchcow Subs
Milchow subs form a separate forcepool and are built separately from other subs. They are treated like the Milchow rules in WIF 22.4.19 in all respects with regard to movement and combat except as noted here. When a Milchow and a sub are docked together, it costs 10 surprise points to include the Milchow (and sub) in a naval combat. A Milchow cannot be docked with a sub unit while in the Convoy Section of a sea zone.

1.7 US Sub Production
The US had only 211 subs operational through the entirety of WW2. At its operational peak it had 185 subs in 1945. At Pearl Harbor it had 113 subs in its fleet. This compares with Germany's 1162 subs built during the war and an operational peak of 240. This rule seeks to limit the production of US subs in the build up to war to something resembling history.

The US can only build one sub per year until it is at war with a major power. A build occurs whenever a sub counter is placed on the Production Spiral from the force pool. Placing a sub onto the Production Spiral from the Construction Pool is not counted as a build. This means, at best, by N/D 41, the US can have 3 subs on the map, in addition to any it starts the game with and any it begins the game with in the Construction and Repair Pools.

1.8 US Torpedoes
US torpedoes were famously ineffective for the first 21 months of the war, due to faulty design. For the first 10 turns that the US is at war with a major power, US subs suffer a -1 to their attack values for purposes of sub combat and SSW. Furthermore, in SSW if this reduces the sub to zero factors, then that sub cannot participate in that SSW combat.

For example, under these conditions no US sub can engage in SSW from the zero section of any seabox. A US sub with an attack value of 3 in the 2 section of a seabox in Rain would be reduced to an attack value of 0 and may not participate in the SSW combat. A US sub with an attack value of 4 in the 3 section of a seabox in Fine weather would have an attack value of 3.
